The marginal cost for electricity is around $0.07 / kWh here in Illinois.
I say it that way because there are a number of fixed fees that come with my electric bill. If I divide what I pay by the number of kWh I get, the actual cost is more like $0.13/kWh. However, that doesn't matter because the cost for each additional kWh used for driving is $0.07, AKA the marginal cost. The marginal cost is what I'll be paying for each mile of driving, and so it's the right number to use in the TCO calculation.
