He's suggested it, they've done it before. And they seem to be building the new facilities with this in mind.

Will they be doing tours? No one knows?

I f they did, it would be a very inexpensive source of additional revenue, as they would still charge the customer the delivery fees. I live about 45 minutes from the Fremont factory, and asked to pick-up our model Y there, and was told that we would still have to pay the delivery fees.

Not really. The majority of the cost and labor of delivery in the US wouldn't be the shipping, but the preparation of the vehicle and its paperwork. I'm sure Tesla would pare that down, since they do seem to love to use any new technology they can. But then they charge the 'average' cost in a delivery region (the US being one region) so... Maybe not.
