As I’m an electrician I intend to install my own Tesla charger. Does the charger require the white as a neutral or is it strictly 220 this will save me on size of Hole (smaller cable )I have to core through concrete.

There are some good videos on YouTube for the installation of the charger.
right now I am looking at installing a sub panel in my garage to get ready for the charger.

No. The HPWC requires two hots and earth.

Now I have to say that whenever two hots and earth are required I have always instructed the electrician to pull cable with the neutral as well and I have never regretted asking for that. It's a lot easier to pull 6/3 now than it is to pull 6/2 and then have to go back and repull 6/3 should it ever be required. And you never know what EVSE, or other gear you may want to install at the end of that pull at some time in the future.
