The way I understand it, Level 3 must have a human driver available. Level 4 does not have to have a human driver. If I'm correct in that interpretation, that's a significant difference between Level 3 and 4.
Right, but the AI behind 3 and 4 are not significantly different. Both safely pull over the car if the driver doesn't take over when it's outside its operation area.

My personal 5 levels:
1. No automation, I drive and dog sits in passenger seat.
2. Cruise control, collision avoidance, I drive and dog sits in passenger seat.
3. Point to point automation, but I have to sit in drivers seat and dog sits in passengers seat.
4. Dog sits in drivers seat, I sit in passengers seat.
5. Dog steals pick truck and runs away. It is raining.
Your Level 5 is giving me serious memories of a Jim White song.
