My thoughts exactly, if he could observe them well enough to know they were not intermittent there was obviously enough visibility to not need them in my opinion. Never a good idea to argue with someone when they pull you over.
There are many states that require the use of wipers when its raining. I got pulled over once because of this. I use RainX which works great and did not have wipers on.

Semi trucks have already started the process to remove side mirrors and go with cameras I hope that will go into effect by the time we get the truck. In Minnesota they do not require side mirrors for non commercial vehicles. Maybe they will have a mirrorless option:)
